These Terms of Service (the “Terms”) govern your access to and use of Fill-TDAC, an independent assistance service operated by AETHER INNOVATIONS PTE. LTD., a private limited company incorporated in Singapore (UEN 202501320M) with registered office at 2 Venture Drive, #19-21, Vision Exchange, Singapore 608526 (“Aether Innovations”, “we”, “us”, or “our”). Please read these Terms carefully. By accessing, purchasing, or using the Service, you agree to be bound by them.

1. Acceptance of the Terms
By creating an account, submitting an application, or completing a purchase on fill-tdac.com, you confirm that you are at least the age of legal majority in your jurisdiction, that you have the authority to bind any traveler on whose behalf you act, and that you have read, understood, and accepted these Terms, our Privacy Policy, our Refund Policy, our Legal Disclaimer, and our Cookies Policy, each of which is incorporated by reference. If you do not agree, do not use the Service.
We may revise these Terms from time to time. Material changes take effect on the date posted at the top of this page. Continued use of the Service after a revision constitutes your acceptance of the revised Terms.
2. Definitions
- “Service” means the Fill-TDAC online assistance for preparing, reviewing, and submitting Thailand Digital Arrival Card (TDAC) applications on your behalf, including related customer support, status tracking, and delivery of the approved QR-coded TDAC.
- “TDAC” means the Thailand Digital Arrival Card, the mandatory pre-arrival declaration required by Thai immigration authorities since 1 May 2025 under Immigration Act B.E. 2522.
- “Service Fee” means the amount paid to Aether Innovations for the Service, as displayed at checkout.
- “Government Fee” means any amount that is, or in the future may be, collected by a government authority for the issuance or processing of the TDAC. At the date of these Terms, the official Government Fee for the TDAC is US$0.
- “You” or “Client” means the natural or legal person who purchases or uses the Service, including any traveler on whose behalf the purchaser acts.
- “Application” means a single TDAC submission, which may cover one traveler or up to six (6) travelers under our family-flat option, provided they share the same itinerary.
3. Nature of the Relationship & Independence
AETHER INNOVATIONS PTE. LTD. is an independent private service provider. We are not affiliated with, endorsed by, or connected to the Government of Thailand or any official government agency, embassy, consulate, or ministry. We do not represent any government and we have no authority to approve, reject, or expedite TDAC decisions; that authority rests solely with Thai immigration authorities.
The official TDAC portal is operated by the Royal Thai Government at tdac.immigration.go.th and is available to all travelers free of charge. You acknowledge that you are not required to use our Service and that you may apply directly through the official portal at any time. The Service Fee compensates us solely for our private assistance, review, support, and submission convenience.
Use of the Service does not create any partnership, joint venture, employment, agency (except as expressly granted in Section 4), or franchise relationship between you and Aether Innovations.
4. Limited Power of Attorney
By purchasing the Service, you expressly appoint and authorize Aether Innovations and its trained specialists, employees, agents, and sub-contractors to act as your limited representative for the sole and specific purpose of:
- preparing, reviewing, formatting, and submitting your TDAC Application to the relevant Thai immigration authority;
- accepting on your behalf any government terms, declarations, or conditions that are required to be acknowledged in order to complete the Application;
- receiving, on your behalf, communications and the final approved TDAC and associated QR code from the Thai immigration authority and forwarding them to you by email;
- interacting with the official portal tdac.immigration.go.th strictly to submit and track your Application.
This is a limited power of attorney. It does not authorize us to make any travel decisions on your behalf, to incur any liability in your name beyond the TDAC submission itself, or to represent you in any other dealing with any authority. You may revoke this authorization at any time before submission by contacting support@fill-tdac.com; revocation after submission has no effect on the work already performed and is subject to our Refund Policy.
5. Two-Fee Structure & Pricing
Our pricing follows a transparent two-fee structure:
- Government Fee. The amount, if any, charged by the Thai government for issuing the TDAC. At the date of these Terms this fee is US$0. If the government later introduces a fee, that amount will be collected at checkout and remitted in full to the authority; Aether Innovations does not retain any portion of any Government Fee.
- Service Fee. The amount paid to Aether Innovations for our private assistance. Indicative rates:
- Standard, single traveler: US$39.
- Family flat (1–6 travelers, same itinerary): US$59.
- Express delivery (target 1 hour): +US$25.
- Ultra-Express delivery (target 15 minutes): +US$45.
Service Fees are charged in addition to any government fees that may apply. All amounts are expressed and charged in US dollars (USD). Your card statement will show the descriptor FILLTDAC*TRAVEL. Aether Innovations is registered with its payment processor under Merchant Category Code 4722 (Travel Agencies & Tour Operators).
6. No Guarantee of Approval or Timing
The granting, denial, or revocation of a TDAC is entirely at the sole discretion of the Thai immigration authority. Aether Innovations does not and cannot guarantee that your Application will be approved, that any specific QR code will be issued, or that you will be admitted to Thailand on arrival.
Any processing times, delivery windows, or service-level targets communicated by us — including “within 2 hours”, “1 hour”, or “15 minutes” — are good-faith estimates based on average historical performance. They are not contractual deadlines and do not constitute a guarantee. Delivery may be affected by official portal availability, network conditions, the quality of the information you supply, or other events beyond our control (see Section 15, Force Majeure).
7. Your Obligations & Accuracy of Information
You agree to provide complete, accurate, current, and truthful information for each traveler covered by an Application, including full legal name as it appears in the passport, machine-readable zone (MRZ) data, date of birth, nationality, passport details, travel dates, accommodation address in Thailand, and any health or visa information that the Thai authority may require.
You are solely responsible for the truthfulness and accuracy of the information you supply. Submission of false, misleading, or fraudulent information may result in denial of entry, criminal liability under Thai law, and termination of the Service without refund. Our review process is designed to catch formatting and consistency errors, but we cannot verify the underlying truthfulness of the information you provide.
You further agree that you will not use the Service to:
- submit applications for any person without their informed authority;
- attempt to facilitate any illegal entry, human trafficking, smuggling, or any activity prohibited under applicable laws or sanctions (including UN Security Council, EU, US OFAC, or Monetary Authority of Singapore sanctions);
- reverse-engineer, scrape, copy, resell, or commercially redistribute the Service or any part of it without our prior written consent;
- circumvent rate limits, security measures, or terms of the official Thai portal.
8. Limitation of Liability
To the maximum extent permitted by applicable law, the Service is provided on an “as is” and “as available” basis, without warranties of any kind, whether express, implied, or statutory, including warranties of merchantability, fitness for a particular purpose, non-infringement, or uninterrupted availability.
In no event shall Aether Innovations, its directors, officers, employees, contractors, or affiliates be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, including loss of profits, loss of data, loss of travel opportunities, cost of substitute services, or non-refundable bookings, even if advised of the possibility of such damages.
Our total aggregate liability to you for any and all claims arising out of or relating to the Service shall not exceed the lesser of (a) one hundred US dollars (US$100), or (b) the Service Fee actually paid by you for the Application giving rise to the claim. This cap applies in the aggregate to all claims and to all theories of liability (contract, tort, statute, or otherwise).
Any cause of action arising out of or related to the Service must commence within one (1) year after the cause of action accrues, failing which it shall be permanently barred.
9. Indemnification
You agree to defend, indemnify, and hold harmless Aether Innovations and its directors, officers, employees, and agents from and against any claims, demands, liabilities, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or related to: (a) your breach of these Terms; (b) any inaccurate, incomplete, or unlawful information you submit; (c) your use of the Service in violation of applicable laws; or (d) any claim by a co-traveler on whose behalf you instructed us to act without their authority.
10. Refunds (Reference)
Refunds of the Service Fee are governed by our Refund Policy, which forms part of these Terms. The Refund Policy describes the available refund scenarios, the partial self-service refund mechanic, the 90-day time limit, and the Article 16(a) Directive 2011/83/EU waiver applicable to clients residing in the European Economic Area.
11. Payment Disputes & Chargeback Policy
Billing descriptor. Card statements will show FILLTDAC*TRAVEL. If you do not recognize a charge, please contact us first at support@fill-tdac.com so we can identify the transaction.
Mandatory pre-dispute resolution. Before initiating a chargeback or payment dispute with your bank, card issuer, or payment provider, you agree to contact our support team and to allow us a reasonable opportunity, not to exceed seven (7) business days, to investigate and propose a resolution. Initiating a chargeback without first attempting good-faith resolution constitutes a material breach of these Terms.
Friendly-fraud sanctions. Where a chargeback is initiated in breach of this section, or where the underlying claim is fraudulent or otherwise unjustified, we reserve the right to:
- contest the chargeback with full evidence (IP addresses, timestamps, server logs, delivery confirmations, and communication records);
- cancel any open or future Application and, where permitted, notify the relevant authority that the underlying submission was repudiated by the payer (which may result in revocation of the issued TDAC);
- permanently block your email address, IP address, payment credentials, and device fingerprint from any future use of our services;
- report the conduct to chargeback-fraud and merchant-protection databases (such as Ethoca, Verifi, or equivalent), which may affect your ability to transact with other merchants;
- seek recovery of the disputed amount and our reasonable costs of collection.
Reduced billing in case of decline. If your card is declined for insufficient funds at checkout, we may, at our sole discretion and as a courtesy, offer a one-time retry at a reduced Service Fee (50% of the standard rate). Express, Ultra-Express, and priority handling are removed in this case. This offer is final and non-negotiable.
12. Dispute Resolution, Arbitration & Class Action Waiver
Governing law. These Terms and any dispute arising out of or in connection with them are governed by the laws of the Republic of Singapore, without regard to its conflict-of-laws principles. The United Nations Convention on Contracts for the International Sale of Goods is excluded.
Binding arbitration — SIAC. Any dispute, controversy, or claim arising out of or in connection with this contract, including the existence, validity, interpretation, performance, breach, or termination thereof, shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre (SIAC) in accordance with the Arbitration Rules of the SIAC for the time being in force, which rules are deemed to be incorporated by reference in this clause. The seat of the arbitration shall be Singapore. The Tribunal shall consist of a sole arbitrator. The language of the arbitration shall be English.
Class action waiver. Any arbitration or proceeding shall be conducted only on an individual basis and not in a class, consolidated, or representative action. You and Aether Innovations each waive any right to participate in a class action, class arbitration, or collective proceeding.
Arbitration opt-out. If you reside in a jurisdiction where mandatory arbitration is unenforceable as against consumers, you may opt out of this Section 12 by sending written notice to support@fill-tdac.com within thirty (30) days of first accepting these Terms. Opting out does not affect any other provision of these Terms.
Nothing in this section prevents either party from seeking interim or injunctive relief from a competent court in aid of arbitration, or from bringing a small-claims action in a competent court of Singapore.
13. Right to Refuse Service & Termination
We may suspend, refuse, or terminate the Service, in whole or in part and without refund where the conduct is the cause, if we reasonably determine that:
- the Application contains false, fraudulent, or misleading information;
- the Service is being used to facilitate illegal entry, trafficking, forgery, or any sanctioned activity;
- the Client engages in abusive, threatening, or harassing conduct toward our staff;
- the Client fails to cooperate with reasonable verification requests;
- continued performance would breach applicable law, sanctions, or the terms of a regulator or payment provider.
14. Privacy (Reference)
Your personal data is processed in accordance with our Privacy Policy, which describes the categories of data we collect, our legal bases (including contract-performance and explicit consent under the PDPA, GDPR, and CCPA), our processors and sub-processors, our retention periods (18 months for fraud defence and 7 years for accounting and tax compliance under the Singapore Income Tax Act), and your rights of access, rectification, erasure, and portability.
15. Force Majeure
Neither party shall be liable for any failure or delay in performance to the extent caused by events beyond its reasonable control, including without limitation outages or maintenance of the official Thai portal, government suspensions of the TDAC system, acts of God, natural disasters, epidemics or pandemics, war, civil unrest, strikes, internet or network failures, cybersecurity incidents, or sanctions. Affected parties shall cooperate in good faith to mitigate delays.
16. Intellectual Property
The Fill-TDAC name, logos, website, source code, content, designs, and any related materials are the exclusive property of Aether Innovations or its licensors and are protected by copyright, trademark, and other intellectual property laws. “Fill-TDAC” is a trademark of AETHER INNOVATIONS PTE. LTD. You may not reproduce, copy, modify, resell, scrape, or create derivative works of any part of the Service without our prior written consent. All rights not expressly granted are reserved.
17. Miscellaneous
- Entire agreement. These Terms, together with the Privacy Policy, Refund Policy, Legal Disclaimer, and Cookies Policy, constitute the entire agreement between you and Aether Innovations regarding the Service and supersede any prior understandings.
- Severability. If any provision is held unenforceable, the remaining provisions remain in full force, and the unenforceable provision shall be reformed to the minimum extent necessary to make it enforceable while preserving its intent.
- No waiver. Our failure to enforce any right or provision is not a waiver of that right or provision.
- Assignment. You may not assign or transfer these Terms without our prior written consent. We may assign these Terms in connection with a merger, acquisition, or sale of all or substantially all of our assets.
- Notices. Notices to us must be sent to support@fill-tdac.com and, for formal legal notice, to our registered office address below.
- Language. The authoritative version of these Terms is the English version. Any translation is provided for convenience only.
